The proceedings of a seminar held under the same title, held on 22/11/2000 in Ramallah. A number of working papers were presented. Carmela Armanios-Omary welcomed the participants and thanked them on behalf of Birzeit University. Nader Said introduced the subject and the objective of the seminar, raising a number of issues to be addressed. Papers were presented by Jean Breteche on behalf of the European Union, Steven Lawry from Ford Foundation, Larry Garber from USAID, and Sufian Mushasha from UNDP. MOPIC was represented by Hisham Mustapha.
