This study presents the proceedings of the experts meeting held on 4/11/1998, to discuss development funding, including international funding, local funding from taxes, funding from the private sector, and the role of funding (especially international funding) in the advancement or de-development of Palestinian society. Subjects discussed include: the role of donors’ funding in the development process, the role of the United Nations, and the political context; the role of the Palestinian private sector and the international private sector; the efficiency of funding in outreach to marginalized and vulnerable groups in Palestinian society; evaluation of Palestinian capacities; debt; importance of the human component in the development process; and, lastly, the relationship between funding and fragmented development efforts.
